Urgent action needed to curb water loss, Says Dr. Biteko

Deputy Prime Minister and Minister for Energy, Dr. Doto Biteko, has called for intensified efforts to combat water loss, emphasizing that demand far exceeds supply. 

Speaking at the launch of the 2023/24 Performance Report on Water Authorities in Dar es Salaam, he highlighted that water loss stems not only from infrastructure challenges but also from theft and sabotage, which require urgent intervention.

"Water loss is not just a matter of infrastructure failure; there are also deliberate acts of theft. We must act swiftly to address this and improve water service delivery," said Dr. Biteko.

Dr. Biteko acknowledged significant progress in the water sector but stressed the need for greater commitment to improving service delivery. 

He commended Nzega, KASHWASA, Maganzo, and Biharamulo water authorities for making notable strides in reducing water loss while urging a nationwide strategy to ensure every Tanzanian has access to clean water. 

"Efforts have been made, and no one can deny that progress is visible. However, we need to push harder to achieve the goal of universal water access," he added.

He also emphasized the importance of environmental sanitation, urging stakeholders to integrate hygiene and water service improvements, as clean water is essential for daily life and public health.

The report highlighted the success of water authorities serving over 20,000 customers, including those in Moshi, Iringa, and Songea, for their efficient service delivery. 

This marks the 16th edition of the performance review, aimed at assessing progress and identifying key challenges in the sector.

Water Minister Juma Aweso, who also addressed the event, urged the Energy and Water Utilities Regulatory Authority (EWURA) to address critical sector challenges, particularly inaccurate billing, which continues to frustrate consumers. 

"One of the biggest complaints from customers is unfair billing. EWURA must work to resolve this issue and ensure transparency in the sector," said Aweso.

He credited Dr. Biteko for his strong leadership and commitment to advancing the water sector. 

"Dr. Biteko has played a major role in shaping improvements in the water sector. His contributions are invaluable," Aweso stated.

Minister Aweso noted that Tanzania previously faced a staggering 50% water loss due to outdated infrastructure and unauthorized connections. 

"In the past, water loss reached 50%. We faced many challenges, including people using water without meters. While we have made progress, more work needs to be done," he explained.

While improvements have been made, he stressed the importance of continued regulatory oversight and investment to sustain progress. 

EWURA, he said, has played a crucial role in enhancing service quality and ensuring efficient water conservation.

The launch of the 2023/24 report reinforces the need for accountability and reforms within Tanzania’s water management framework. 

With demand surpassing supply, a comprehensive approach that integrates technological advancements, infrastructure development, and stricter regulatory enforcement is critical to securing water access for all.
