Journalists trained for election, voters warned on double registration

The Independent National Electoral Commission (INEC) has warned voters against registering more than once, saying it is illegal and can lead to legal action.

Speaking at a training session for journalists organized by the Tanzania Broadcasting Corporation (TBC), INEC's Assistant Director for Legal Services, Cyprian Mbugano, said anyone caught registering twice will face punishment under Section 114 of the Election Laws.

He explained that while the registration system does not immediately detect duplicate registrations, the commission will verify fingerprints and photos after the process to identify those who registered more than once.

Mbugano also said that prisoners, detainees, and students in training institutions will be allowed to register and vote in this year’s election.

“The 2024 voter registration rules allow prisoners serving less than six months, detainees, and students in training institutions to be registered,” he said.

He added that the 2025 election rules provide guidelines for running elections in prisons and training institutions, as stated in the third schedule of the regulations.

Mbugano also clarified that electronic voting is not yet in use due to various challenges.

“In mainland Tanzania, early voting is not allowed, unlike in Zanzibar. There is no law permitting it, so everyone must vote on the official election day,” he added.

Meanwhile, TBC’s Senior Legal Officer, Juma Thomas, urged journalists to avoid commenting on court cases while they are still in progress.

“Some radio and newspaper commentators discuss ongoing cases in ways that interfere with the court’s work,” he warned.
