The Director General of the e-Government Authority (e-GA), Eng. Benedict Ndomba, has urged Information and Communication Technology (ICT) experts to ensure effective oversight of e-Government initiatives by promoting the safe, appropriate and legally compliant use of emerging technologies.

Eng. Ndomba made the remarks in Dodoma while officially opening a five-day training programme on Laws, Regulations, Standards and Guidelines for the Management and Implementation of Emerging Technologies, including Artificial Intelligence (AI), Blockchain and the Internet of Things (IoT). The training is being held from November 2 to 6, 2026.

He emphasised that the growing adoption of emerging technologies in the delivery of government services requires ICT professionals to have adequate knowledge of the legal frameworks, regulations, standards and guidelines governing their use to ensure accountability and security.

“It is important to build capacity and a shared understanding of the legal frameworks and guidelines governing these technologies to ensure that their use is appropriate, secure and beneficial to public institutions and citizens,” he stressed.

He further urged participants to use the training opportunity to enhance their knowledge and skills in managing ICT resources, preparing various ICT documents and overseeing the adoption of emerging technologies in their respective institutions, in line with technological developments and the requirements of e-Government.

On his part, the e-GA Manager of Legal Services, Senior Assistant Commissioner of Police (SACP) Rafael Rutahiwa, emphasised that all systems designed and developed using emerging technologies must comply with established procedures, laws, regulations, standards and guidelines to ensure security, efficiency and effective delivery of government services.

Elaborating further, SACP Rutahiwa explained that compliance with these requirements is essential in ensuring that emerging technologies are used in accordance with recognised standards and contribute to improving services delivered to citizens.

“It is important to ensure that all systems developed using emerging technologies comply with established laws, regulations, standards and guidelines, and that project documentation is submitted to the Authority to ensure security, quality and efficiency in the delivery of government services,” said SACP Rutahiwa.

Meanwhile, one of the participants, Alexander Benedicto, a Senior ICT Officer from Mzumbe University, commended e-GA for organising the training, saying it had come at the right time amid increasing investment in and adoption of emerging technologies.

He said the training would enable universities to improve and develop curricula that meet current demands, taking into account changes in science and technology, as well as the appropriate and productive use of emerging technologies.

The training is part of ongoing efforts to strengthen the capacity of ICT professionals to manage and implement e-Government systems in compliance with established laws, regulations, standards and guidelines, particularly at a time when the adoption of new technologies continues to grow.
