The Universal Communications Service Access Fund (UCSAF) and the Tanzania Institute of Education (TIE) have signed a five-year agreement to expand the use of digital technology in education and make learning materials more accessible to students and teachers.

The partnership will focus on converting textbooks into digital formats, developing interactive learning materials and improving digital skills among teachers and students.

UCSAF Chief Executive Officer Mulembwa Denis Munaku said the fund would provide financial support and coordinate the implementation of planned activities.

TIE will contribute its expertise in developing educational content, managing curricula and ensuring the quality of learning materials.

TIE Director General Dr Aneth Komba said the agreement would also support improvements in ICT infrastructure and strengthen digital platforms used to share educational content, including Op-school and TIE SomaKwanza TV.

The partnership is expected to give students more ways to study, while helping teachers use technology to improve classroom learning.

As part of the first phase, the two institutions will run a 30-day pilot project from October 28 to November 25, 2026.

The project will focus on digitising four Form Three textbooks: Business Studies, Tanzanian History and Ethics, English, and Mathematics.

The digital textbooks will include videos, audio recordings, animations and interactive exercises to help students understand lessons more easily and participate actively in learning.

The materials will also take into account the needs of students with disabilities to ensure that learners can access educational content more fairly.

The initiative marks a step towards expanding digital learning opportunities in Tanzania and improving access to educational resources for both teachers and students.
