The Tanzania Revenue Authority (TRA) has received bids from 13 local and international companies seeking to supply and operate an electronic tax stamp (ETS) system, in a move aimed at strengthening digital tax administration and monitoring of excisable goods.
The firms submitted their applications under a pre-qualification tender advertised by TRA on August 18, 2026, through the National Electronic Procurement System of Tanzania (NeST).
The submission deadline was 2pm on September 15, after which the bids were opened electronically through the same platform.
According to a public notice issued by TRA yesterday, the 13 bidders comprise seven Tanzanian companies and six international firms from Switzerland, China, Malaysia, France, Denmark and India.
The local bidders are Delfare Investments Company Limited, Milowake Company Limited, Primora Group Limited, Capital Pay International Limited, Dar es Salaam Institute of Technology Company Limited, ECO Image Investment Limited and Nanosilikhan Advanced Materials Africa Company Limited.
The international bidders are SICPA SA of Switzerland, Kunlun Digital Technology Co. Ltd of China, Danapuri Sdn. Bhd. of Malaysia, MAGELLAN of France, Persequo ApS of Denmark and Madras Security Printers Pvt. Ltd of India.
TRA said the applications would now undergo evaluation in line with the applicable laws, regulations, tender requirements and public procurement procedures.
“The outcome of the evaluation will determine the applicants who will proceed to the subsequent stage of the tendering process,” the authority said.
The tender seeks a contractor to supply, install, configure and operate an ETS system, which will form part of the authority's efforts to digitise the administration and monitoring of tax stamps.
Electronic tax stamps can enable authorities to track products subject to excise duties through the supply chain, while providing a digital mechanism for verifying tax-stamp information.
The latest development therefore moves the procurement process from the bidding stage to evaluation, with companies that meet the pre-qualification requirements expected to proceed to the next stage.
TRA said the process would continue in accordance with public procurement requirements and other applicable regulations.
