The Deputy Commissioner General of the Tanzania Revenue Authority (TRA), Mr Mcha Hassan Mcha, has said the newly launched Ethics Platform for stakeholders is expected to strengthen voluntary tax compliance, increase public trust, and support Tanzania’s economic growth and self-reliance agenda.
He made the remarks in Dar es Salaam during the Ethics in Tax Collection Conference, which also marked the official launch of the platform.
The initiative brings together taxpayers, TRA officials and other stakeholders under a shared framework aimed at promoting integrity, transparency and accountability in revenue collection.
Mr Mcha said TRA is committed to ensuring that the tax system is guided by strong ethical values that enhance confidence between the authority and the public.
He noted that trust is a key pillar in improving revenue performance, explaining that when taxpayers believe the system is fair and transparent, they are more willing to comply voluntarily.
“The Ethics Platform is designed to strengthen accountability within TRA and improve our relationship with taxpayers. Ethics are the foundation of effective public service delivery,” he said.
He further explained that the platform will act as a bridge between TRA and taxpayers by promoting dialogue, improving service delivery, and encouraging responsible tax behaviour that benefits national development.
Mr Mcha added that TRA is also intensifying internal reforms, including strengthening internal control systems to prevent unethical conduct and corruption within its operations.
He said the authority is improving confidential reporting mechanisms that allow stakeholders to safely report unethical practices, noting that protecting whistleblowers is part of building a fair and transparent tax environment.
According to him, these measures are aimed at reducing malpractice, improving efficiency in tax collection, and ensuring that government revenue is collected in a just and accountable manner.
Mr Mcha emphasized that voluntary tax compliance remains critical for financing national development priorities such as education, healthcare, infrastructure, and social services, reducing dependence on external assistance.
He said strengthening ethics in tax administration will help create a system where all eligible taxpayers contribute fairly, ultimately supporting inclusive economic growth that benefits all citizens.
The Ethics in Tax Collection Conference, held on April 24, 2026, at Johari Rotana Hotel in Dar es Salaam, brought together a wide range of stakeholders including government officials, private sector representatives, and tax experts.
Participants discussed practical ways to enhance ethical standards in tax administration and improve cooperation between TRA and the business community.
The discussions also focused on building a more transparent, efficient and citizen-centred tax system that supports national development while ensuring fairness, accountability and equal treatment for all taxpayers.
The launch of the Ethics Platform is part of TRA’s ongoing reforms aimed at modernizing tax administration, improving service delivery, and strengthening public confidence in the national revenue system.
