Zanzibar Police Commissioner Kombo Khamis Kombo has directed police officers to strictly observe human rights standards in the execution of their duties, stressing that professionalism and integrity remain the foundation of effective law enforcement.

Speaking on February 27, 2026, while closing a Junior Leadership Course for officers of the ranks of Sergeant Major (SM), Staff Sergeant (SSGT) and Sergeant (SGT) at the Police Officers College Kidatu, CP Kombo said the public’s confidence in the police depends on respect for the rule of law and ethical conduct.

He urged the graduates to perform their responsibilities with fairness, accountability and a strong commitment to good governance, warning that corruption and abuse of authority undermine both the institution and national security.

During the ceremony, the Commissioner inspected a parade mounted by the graduates, presented awards to outstanding performers and observed tactical and leadership demonstrations staged as part of the training.

Kilombero District Commissioner Dustan Kyoba also addressed the gathering, calling on officers to uphold the four core pillars of the Police Force discipline, justice, professionalism and integrity saying these principles are vital in strengthening community trust and cooperation.

Earlier, the Commandant of the college, SACP Zarau Mpangule, said 758 officers completed the three-month course, including 124 women and 634 men.

The curriculum covered law, leadership, community policing, customer care and tactical field operations.

The graduation marks another step in ongoing reforms aimed at building a responsive, accountable and citizen-centred police service capable of addressing evolving security challenges while safeguarding constitutional rights.
