Attorney General Hamza S. Johari has called on Tanzania to strengthen its aviation laws to keep pace with rapid technological changes, including the use of Artificial Intelligence (AI), drones, digital systems, and emerging cyber security threats.

Speaking on February 25, 2026, at the opening of a three-day workshop organized by the Tanzania Civil Aviation Authority (TCAA) and the International Civil Aviation Organization (ICAO), AG Johari emphasized that while technology brings opportunities for innovation and efficiency, it also raises complex legal and ethical challenges.

The workshop, running until February 27, 2026, focuses on Aviation Law and Regulations.

“Technological advancements in aviation present huge opportunities, but they also raise serious legal and ethical questions. It is crucial for countries to review how aviation laws are drafted, implemented, and enforced,” he said.

AG Johari highlighted the critical role of aviation in connecting people, markets, and cultures, and in driving economic growth, trade, and tourism. He stressed that these benefits rely on a strong, coordinated framework of international aviation laws.

He urged participants to review aviation law provisions carefully and encourage countries that have not yet ratified international aviation treaties to do so and integrate them into their national legislation.

“Use this workshop to discuss aviation law in depth and to support countries that have not ratified international treaties to adopt and incorporate them into their legal frameworks,” he said.

He also tasked the Civil Aviation Authority with ensuring that any aviation treaties not yet ratified by Tanzania are formally adopted and integrated into law to streamline aviation operations.

“Legal experts and aviation specialists should exchange ideas on how to address all current challenges in aviation law,” AG Johari added.
