Dar es Salaam Regional Commissioner Albert Chalamila has stepped in to resolve a property dispute involving a widowed woman in Block D, Kunduchi, Kinondoni District, directing swift action to ensure justice and protect the rights of the affected citizen.
RC Chalamila visited the disputed site earlier today, where he ordered the formation of a special committee under his office to immediately handle the matter.
He also instructed Kinondoni District Commissioner Saad Mtambule to establish an additional committee to work alongside the regional team so that the dispute is resolved without unnecessary delays.
The case involves a residential house and plots numbers 38, 39 and 40 located at Kunduchi Beach, Kinondoni.
The property is claimed by Ms Happiness Mwambingu, the widow of the late Dr Bernard Mwambingu.
The dispute arose after allegations that the deceased’s younger brother, Fots Mwambingu, unlawfully altered land ownership documents in an attempt to take over the house and plots previously owned by his late brother.
After inspecting the property and listening to explanations from all parties involved, RC Chalamila directed the police to arrest Ms Lidia Benard and Mr Joel Mwambingu over alleged fraud.
The two are accused of falsely presenting themselves as the deceased’s wife and son respectively in order to illegally acquire ownership of the property, which was later sold.
Kinondoni District Commissioner Saad Mtambule said the dispute had created confusion that resulted in the sale of the house and attempts to evict the widow.
He ordered that Ms Happiness Mwambingu should continue residing in the house until the government completes its investigations and establishes the lawful owner.
Speaking during the visit, Ms Happiness Mwambingu and an advocate from the Commissioner for Lands’ office, Adelifrida Lekule, explained the circumstances surrounding the dispute, noting that the widow had been instructed to vacate the house despite unresolved ownership issues.
Further doubts were raised by claims from Joel Mwambingu that he has owned the property since the 1980s, while records show he was born in 1996, a contradiction that has intensified suspicions of fraudulent conduct.
The regional leadership has assured residents that the government will closely follow up on the matter, emphasizing its commitment to protecting citizens’ property rights and ensuring that justice is served fairly and transparently.
