Dar es Salaam RAS Chairs quarterly review to assess public institutions’ performance

The Dar es Salaam Regional Administrative Secretary (RAS), Mr Abdul R. Mhinte, has chaired a quarterly performance review meeting for public institutions in the region, underscoring the government’s renewed focus on service delivery and development following the conclusion of the 2025 General Election.

The meeting, held at the Iddy Nyundo Hall, brought together members of the Regional Secretariat, chief executives of public institutions, and directors from all five local government authorities in Dar es Salaam.

Opening the session, Mr Mhinte said the meeting aimed to assess the performance of public institutions over the past quarter, identify operational challenges, and strengthen coordination in the implementation of development programmes across the region.


He commended public institutions for their role in ensuring a peaceful and successful 2025 General Election, noting that attention must now fully shift to development and improved services for residents.

“With the election process behind us, the priority is to work harder and deliver tangible development outcomes for the people,” Mr Mhinte said.

The RAS also led discussions on key development issues, including the need to improve coordination and create a more orderly and business-friendly environment in Kariakoo. 

Particular focus was placed on balancing the interests of traders, motorcycle taxi operators (bodaboda), and street vendors operating in the busy commercial hub.

He said the discussions resulted in agreed resolutions aimed at improving efficiency, order, and inclusivity in commercial activities in Kariakoo, while safeguarding livelihoods and enhancing economic productivity.


During the meeting, several public institutions presented their quarterly performance reports, including the National Health Insurance Fund (NHIF), Tanzania Revenue Authority (TRA), Amana Hospital, Dar es Salaam Water and Sewerage Authority (DAWASA), TANESCO, TARURA, National Environment Management Council (NEMC), TANROADS, the Wami/Ruvu Basin Water Board, LATRA, TAZAMA, UDART, Medical Stores Department (MSD), Temeke and Mwananyamala Referral Hospitals, Tanzania Ports Authority (TPA), Tanzania Bureau of Standards (TBS), Kariakoo Markets Corporation, the Weights and Measures Agency, and the National Social Security Fund (NSSF).

Mr Mhinte urged public institutions to strengthen communication and coordination, particularly in the implementation of development projects, stressing the importance of keeping the public informed.

“This is the right time to ensure that citizens receive timely and accurate information on projects being implemented in their areas,” he said.

The quarterly review meeting is part of ongoing government efforts to enhance accountability, improve inter-agency coordination, and ensure that public institutions deliver value to citizens.
