The Office of the Treasury Registrar (OTR) has secured second place in the Independent Government Departments category at the 2024 Best Presented Financial Statements Awards, an annual recognition organised by the National Board of Accountants and Auditors (NBAA).
The award was presented on Thursday evening, December 4, 2025, by the Deputy Minister for Finance, Laurent Luswetula, during a ceremony aimed at promoting professionalism, transparency, and adherence to financial reporting standards among public and private entities.
Speaking shortly after receiving the award, OTR’s Director of Finance and Accounting, Mr. Hassan Mohamed, who attended the event alongside Assistant Director of Finance and Accounting, Ms. Naomi Lucas, described the recognition as a significant achievement for the institution.
“I am pleased to share that at today’s NBAA Best Presented Financial Statements Awards for the 2024 financial year, we proudly secured second place in the Independent Government Departments category,” Mr Mohamed said.
He noted that the milestone reflects the collective effort and commitment of OTR’s staff, emphasising the careful preparation of financial statements in full compliance with professional standards and regulatory requirements.
Mr Mohamed extended appreciation to the Treasury Registrar,Mr. Nehemiah Mchechu, for what he described as exceptional leadership and direction that guided the institution towards achieving higher standards in financial reporting.
He also thanked members of the Executive Committee (ExCo) for their support throughout the process.

According to Mr Mohamed, OTR has continued to strengthen its management and reporting systems, enhance operational efficiency, and uphold professionalism—actions that have reinforced confidence among government institutions, investors, and companies in which the government holds minority shares.
“As supervisors of public entities and government minority-share companies, this award signifies that we lead by example. We follow the guidelines and regulations required when preparing financial statements,” he said.
He added that the award reflects key achievements for OTR, including improved accountability, transparency, and adherence to international standards in the management of public resources.
Mr Mohamed described the recognition as both a motivation and a call to further strengthen innovation and maintain best practices in financial reporting.
The Drug Control and Enforcement Authority (DCEA) took first place in the same category.
