CCM MPs have endorsed Mussa Zungu and Daniel Sillo to lead Tanzania’s 13th Parliament, reinforcing a culture of experienced and stable leadership.
The official parliamentary vote is scheduled for Tuesday, November 11, 2025, in the National Assembly chamber.
Zungu, the Ilala MP, emerged as CCM’s choice for Speaker after receiving 348 votes, defeating former Shinyanga MP Stephen Masele, who garnered 16 votes.
Zungu’s nomination continues a tradition in Tanzania where Deputy Speakers rise to assume the top parliamentary role, following leaders like Anne Makinda, the late Job Ndugai, and Dr. Tulia Ackson.
Zungu first joined Parliament in 2005 and has since held key positions, including Chairperson of the Foreign Affairs, Defence, and Security Committee.
He has represented Tanzania in international forums such as the Inter-Parliamentary Union and the Commonwealth Parliamentary Association.
From 2012 to 2021, he served as Chairperson of Parliament and has been Deputy Speaker since 2022. He also served as a minister in the Office of the Vice President (Union and Environment).
For Deputy Speaker, CCM MPs selected Daniel Sillo, MP for Babati Rural, with 362 votes. Sillo first entered Parliament in 2020, chaired the Budget Committee, and served as Deputy Minister for Home Affairs.
His nomination follows the party’s practice of grooming deputies to step into senior roles, maintaining parliamentary stability.
Tuesday’s election is expected to confirm CCM’s nominees, ensuring experienced leadership guides the legislative agenda and strengthens Tanzania’s parliamentary institutions.
