Othman Masoud promises institutional reforms and transparent governance in Zanzibar

 ACT Wazalendo presidential candidate Othman Masoud Othman has pledged to lead a government anchored on transparency, accountability, and institutional reforms if elected in the upcoming general elections.

Addressing a large crowd at Garagara grounds in Mwera constituency, Othman said his administration would ensure government serves all citizens fairly, delivering tangible results that improve everyday lives.

“Our priority is a Zanzibar where justice, development, and accountability reach every citizen,” he said. “Every Zanzibari should see the results of governance and feel proud of the country’s progress.”

Othman highlighted the need to review major public contracts, particularly in critical institutions long plagued by corruption allegations.

 


He singled out the Zanzibar Electricity Corporation (ZECO) and the Zanzibar Water Authority (ZAWA), citing irregularities in investor selection and procurement processes.

He also pointed to flawed contracts in public hospitals, which he said have contributed to poor services and shortages of essential medical equipment. 

“All contracts linked to corruption will be thoroughly investigated, and those responsible will face strict legal action,” he said.

The candidate criticized CCM for actions that he said have politically marginalized citizens and deepened divisions in society.

 He pledged that under his leadership, national unity would be restored, and public trust in institutions strengthened.

On economic matters, Othman promised to create a stable system enabling citizens to work, trade, farm, fish, and invest freely. He said no Zanzibari would go hungry under his administration, as opportunities for income generation would be expanded for all.


He also emphasized reforming public service, describing civil servants as the backbone of national development. 

“Every public servant will work with integrity and accountability. Laziness and corruption will not be tolerated,” he said.

Othman concluded by urging all voters to exercise their democratic rights peacefully, protect their ballots, and safeguard Zanzibar against political divisions.

Political analysts say Othman’s focus on transparency, anti-corruption measures, and institutional reforms is likely to resonate with citizens frustrated by years of unfulfilled promises and governance challenges.
