Prime Minister Kassim Majaliwa has directed that all government loans issued to small entrepreneurs and special groups including women, youth, and people with disabilities must be distributed fairly and free from corruption, following reports that some beneficiaries are not receiving full allocations.
Speaking during a meeting with special groups in Dar es Salaam comprising mama lishe, baba lishe, bodaboda riders, small-scale traders, and other stakeholders Majaliwa said the funds provided under President Samia Suluhu Hassan’s empowerment agenda are meant to lift citizens economically, not enrich dishonest officials.
“These funds are released by the President to empower citizens. It is unacceptable for some officers to demand kickbacks or deduct money from these loans. Every beneficiary must receive the full amount approved,” he said.
The Prime Minister stressed that corruption in loan distribution undermines government efforts to reduce poverty and support local entrepreneurship.
He directed councils and credit committees across the country to ensure transparency and close supervision in the loan issuance process.
Majaliwa also outlined the government’s plans to strengthen urban transport systems in Dar es Salaam through improved infrastructure and partnerships with private companies now joining the Bus Rapid Transit (BRT) service. He said the initiative is already yielding positive results in easing mobility for city residents.
The Premier further encouraged citizens to turn out in large numbers to vote in the upcoming general election on October 29, 2025, describing voter participation as a vital expression of democracy and national unity.
Addressing the challenge of youth unemployment, Majaliwa advised young people to focus their studies on fields that are in high demand and offer opportunities for self-employment.
“The job market is changing. Young people should acquire practical skills that allow them to create their own opportunities,” he said.
Earlier, the Minister for Community Development, Gender, Women and Special Groups, Dr. Dorothy Gwajima, said President Samia’s administration remains committed to inclusive development, ensuring that no individual or group is left behind in the country’s progress.
“Under President Samia’s leadership, the government has continued to empower all social groups, enabling them to achieve their economic goals,” she said.
Dar es Salaam Regional Commissioner Albert Chalamila commended the government for creating a conducive environment for business through improved infrastructure such as roads, bridges, electricity, and the enhanced BRT system. He also assured city residents of safety and stability during the election period.
Participants at the meeting including traders, transport operators, and small business owners welcomed the Prime Minister’s directives and thanked the government for strengthening accountability in loan distribution.
They pledged to use the loans productively and to exercise their right to vote on October 29, 2025.
