Dar es Salaam Regional Commissioner Albert Chalamila has brought closure to a long-standing housing dispute, restoring peace and dignity to widow Alice Haule, the wife of the late Justice Rugaobula.
On October 20, 2025, the RC officially handed over a special land ownership certificate issued by the Ministry of Lands, confirming Mrs. Haule as the lawful administrator of her late husband’s estate.
RC Chalamila said the intervention followed a dispute over a house on Plot No. 819, Msasani Beach, which prompted him to form a special team of experts.
The team, comprising officials from the Commissioner of Lands’ office, the police, and legal representatives from both parties, verified that Mrs. Haule is the rightful custodian of the property as the legal administrator of her late husband’s estate.
In addition to receiving the certificate, Mrs. Haule was awarded TZS 10 million as compensation for the distress caused during the dispute.
RC Chalamila also directed Muhammed Mustafa Yusuf Ali, the other party in the conflict, to report to his office within five days, noting that Ali had been elusive throughout the proceedings and had allegedly misused the names of public officials.
Deputy Commissioner of Lands for Dar es Salaam, Shukrani Kyando, speaking on behalf of the Permanent Secretary of the Ministry of Lands, confirmed that the house was never legally sold.
He clarified that any funds exchanged were part of a private loan and that Mrs. Haule had no involvement in any attempted sale of the late couple’s property.
Expressing her gratitude, Mrs. Haule thanked President Dr. Samia Suluhu Hassan and RC Chalamila for ensuring she obtained her rightful inheritance.
She revealed that she is raising four children two with her late husband and two from a previous relationship of the deceased highlighting the personal significance of the resolution.
The RC’s decisive action has not only restored a widow’s rights but also sent a strong message on the enforcement of legal inheritance and property ownership, reinforcing public confidence in the rule of law.
