The Agency for Development of Educational Leadership (ADEM) has joined hands with Belgian NGO VVOB to strengthen the leadership of secondary schools across Tanzania.
The partnership aims to improve school management, enhance student learning, and support the overall growth of the education sector.
On August 19, 2025, at ADEM offices in Bagamoyo, Innocent Mgeta, Director of Legal Services at the Ministry of Education, representing the Permanent Secretary, said the program will provide training for school heads both in-person and online.
“The training will build the skills of secondary school leaders, helping them manage schools effectively and support quality teaching and learning,” he said.
VVOB has worked with Tanzania’s Ministry of Education for six years and will support the implementation of the updated 2014 Education Policy, which emphasizes the use of technology in schools.
The program plans to reach all secondary schools, including Zanzibar, involving about 6,000 school heads.
By strengthening school leadership, over 2.8 million students are expected to benefit from improved learning environments under skilled and capable school leaders.
ADEM Chief Executive Officer, Dr. Maulid Maulid, said the collaboration will help the government achieve its education goals faster.
“This is a historic step for Tanzania. Strong school leaders mean better-managed schools, improved teaching, and better results for students. We are proud to work with VVOB to ensure every child learns in a school led by capable and visionary leaders,” Dr. Maulid said.
VVOB International Program Director, Koenraad Van Den Steeln, said the partnership marks the start of a lasting collaboration.
“Together with ADEM, we will build a strong system of school leadership and management, ensuring that every student receives quality education,” he said.
Bagamoyo Education Officer, Zaituni Shekovi, said the training will help school leaders guide teachers effectively, improving student results and aligning with the new curriculum.
The program is coordinated by the African Centre for School Leadership (ACSL) in Rwanda.
In Tanzania, ADEM and VVOB will work together to provide professional development for school leaders, ensuring that every secondary school benefits from effective leadership and improved teaching.
