Tanzania moves to decongest Dar Port through Kwala ICD agreements

The Tanzania Shipping Agencies Corporation (TASAC) today witnessed a landmark step in the government’s efforts to streamline cargo logistics, with six key institutions officially signing operational agreements to facilitate the smooth transfer of cargo from Dar es Salaam Port to the Kwala Inland Container Depot (ICD) in Coast Region.

Held at the Port Conference Hall in Dar es Salaam, the signing ceremony marked a significant milestone in the country’s drive to decongest the commercial hub, improve cargo handling, and strengthen the port’s regional competitiveness.

TASAC Director General, Mr. Mohammed Salum, emphasized the importance of transparency, regulatory adherence, and institutional cooperation in preparing the foundational documents required for the effective operation of Kwala ICD.

“This signing event is a demonstration of our commitment to regulation, transparency, and inclusiveness,” Mr. Salum stated. 

“The regulatory framework we are implementing is geared toward ensuring that inland container depots support the performance of Dar es Salaam Port, without disrupting the city’s social and economic life.”he added

He underscored specific regulatory measures that will govern ICD operations. These include requirements for sufficient cargo-handling equipment, direct railway connectivity, and strategic location at least 30 kilometers from the main port to ease congestion and promote safer urban environments.

“We are encouraging the development of ICDs in logistically viable areas beyond the city,” he noted. “Such locations must be rail-linked and capable of supporting modern cargo operations.”

The Kwala ICD, a flagship project of the government, is expected to become a critical logistics hub, complementing port activities and enabling faster clearance and movement of goods. 

The depot is already linked to the Standard Gauge Railway (SGR), ensuring seamless cargo transfers from the port to inland regions and neighboring countries.

Mr. Salum called on all stakeholders—particularly importers and logistics operators using the Dar es Salaam Port—to support the transition of cargo services to Kwala.

“Relocating cargo operations to Kwala ICD is a strategic move to enhance our national logistics chain,” he said. 

“We need the cooperation of all stakeholders to ensure that Dar es Salaam Port remains efficient, competitive, and aligned with the broader development agenda.”he added

The initiative is part of the government’s broader efforts to modernize Tanzania’s transport infrastructure, attract investment, and position the country as a leading trade and logistics hub in the region.
