President Samia Suluhu Hassan has said that her administration’s efforts to foster reconciliation, resilience, reform and rebuilding popularly known as the 4R Philosophy have been central to shaping a peaceful, inclusive, and forward-looking Tanzania.
Addressing the final session of the 12th Parliament in Dodoma on Friday, June 27, 2025, President Samia reflected on her leadership journey, describing the 4R agenda as a deliberate and necessary response to the country’s need for political harmony and sustainable development.
“When I assumed the presidency, I felt it was necessary to ensure we build a nation anchored in reconciliation and mutual understanding. That commitment inspired the 4R Philosophy,” she said.
The 4R approach Reconciliation, Resilience, Reforms and Rebuilding has guided some of the most significant shifts in Tanzania’s political environment over the past four years, opening civic space and deepening democratic engagement.
One of the key milestones, she said, was the establishment of the Reconciliation Commission, which worked across political divides to generate long- and short-term recommendations on improving governance and inclusivity.
Based on the commission’s proposals, the government lifted the ban on public political rallies, a move that has since enabled all political parties to freely engage with citizens.
“We were able to bring together political stakeholders, make inclusive decisions, and introduce reforms that reflect collective aspirations,” the president told lawmakers.
President Samia added that the Council of Political Parties has convened six consultative meetings during her tenure, producing feedback and advice that has been submitted to the government for consideration and action.
Turning to the Union between Tanzania Mainland and Zanzibar, she said 15 long-standing issues had been resolved through dialogue, significantly boosting public confidence in the Union’s strength and durability.
“Let me remind fellow Tanzanians to remain vigilant and united in safeguarding our Union. We must continue to uphold peace and calm qualities that define and elevate our nation,” she emphasized.
Since taking office in 2021, President Samia has championed a leadership style focused on healing divisions, rebuilding institutions, and modernizing governance.
Her philosophy has been widely credited for restoring Tanzania’s diplomatic relations, improving civic trust, and attracting new waves of development partnerships.
With elections on the horizon, the 4R framework stands as a legacy of her administration’s commitment to progress through dialogue and inclusion setting a tone of continuity and stability for the future of Tanzanian politics.
