On March 21, 2025, the Minister of State in the Office of the President for Regional Administration and Local Government,  Mohamed Mchengerwa, witnessed the signing of nine contracts worth 221.8 billion Tanzanian shillings for the construction of 84.4 kilometers of roads in Dar es Salaam.

This is part of the Second Phase of the Dar es Salaam Urban Development Project (DMDP II).

Among the signed contracts, two tenders, valued at 47.1 billion shillings, are designated for the Temeke Municipal Council.

A total of 25.9 billion shillings will be used for road construction in Masuliza, Kilimahewa, and Tuangoma, spanning 10.21 kilometers.

The remaining 21.1 billion shillings will be allocated to the construction of roads in Konisaga 1, Konisaga 3, Kurasini, Taningira Uhasibu, Kizota, Lushoto, Pendamoyo, Mandera, Mkumba Miburani, and Kipati, as well as the development of six ferry crossings at Mdeda, Mpeta, Baajun, Msalaka Mashine ya Maji, Shehe Muckhi, and Azimio Msalaka.

In his remarks,  Mchengerwa highlighted that the President’s vision is to transform Dar es Salaam into a modern, competitive metropolitan city, and he emphasized that these funds are for the benefit of Tanzanians.

He urged contractors to fulfill their obligations with dedication and integrity, warning that those who fail to meet their commitments would face the cancellation of their contracts.

He further stressed that all procedures must be followed to avoid any financial losses to the government, with a promise to closely monitor the situation through the Secretary-General’s office.

"Contractors who fail to deliver on time or uphold their agreements will have their contracts terminated, and they will be blacklisted from securing any future contracts in the country,"  Mchengerwa stated. "The contracts signed today will not be amended under any circumstances."

The ceremony took place at the Project Hall (Millennium Tower) and was attended by various leaders and stakeholders.
