New Samia’s cabinet reshuffle: Lukuvi and Kabudi return, Ummy and Kairuki out

Dar es Salaam. President Samia Suluhu Hassan has announced a series of appointments and transfers, including the reinstatement of William Lukuvi and Professor Palamagamba Kabudi to the Cabinet.

According to a statement from Chief Secretary Ambassador Moses Kusiluka, the following appointments and transfers have been made:

Ministerial Appointments

The statement, signed by Sharifa Nyanga, Acting Director of Presidential Communications, reveals that Professor Kabudi has been appointed Minister of Constitution and Law, while Lukuvi takes on the role of Minister of State in the Prime Minister's Office (Policy, Parliament, and Coordination).

In a related move, Jenista Mhagama has been appointed Minister of Health, succeeding Ummy Mwalimu. Prior to this, Mhagama was Minister of State in the Prime Minister's Office (Policy, Parliament, and Coordination).

Ambassador Pindi Chana has been named Minister of Natural Resources and Tourism, replacing Angellah Kairuki, who is now the President’s Advisor.

Attorney General Appointments

Hamza Johari has been appointed Attorney General, replacing Judge Eliezer Feleshi, who has been promoted to Judge of the Court of Appeal. Johari was previously Director General of the Tanzania Civil Aviation Authority (TCAA).

Samwel Maneno has been appointed Deputy Attorney General, succeeding Ambassador Kennedy Gastorn, who has been named the President’s Advisor on Legal and Contractual Affairs. Maneno was previously an Assistant to the President for legal matters.

Dr. Ally Possi has been appointed Principal State Attorney. Before this, he served as Deputy Permanent Secretary in the Ministry of Transport.

Salum Hamduni has been named Regional Administrative Secretary for Shinyanga Region. Previously, he was Director General of the Prevention and Combating of Corruption Bureau (PCCB). He replaces Professor Siza Tumbo, who has returned to Sokoine University of Agriculture (SUA).

Ismail Rumatila has been appointed Deputy Permanent Secretary in the Ministry of Health, taking over from his previous role as Director General of the National Identification Authority (NIDA).

Atupele Mwambene has been appointed Deputy Permanent Secretary in the President’s Office, Regional Administration and Local Government, focusing on education. He was previously Director of Policy and Planning in the Ministry of Education, Science, and Technology.

Abdul Mhinte has been named Deputy Permanent Secretary in the Ministry of Livestock and Fisheries, responsible for livestock. He was previously a Senior Officer in the President's Office - State House.

Methusela Ntonda has been appointed Deputy Permanent Secretary in the Ministry of Culture, Arts, and Sports. He was previously a Senior Officer in the President's Office - State House.

Transfers of Deputy Permanent Secretaries

Dr. Grace Magembe has been transferred from the Ministry of Health to become Deputy Permanent Secretary in the President’s Office, Regional Administration and Local Government, focusing on health matters.

Dr. Charles Msonde has moved from the President’s Office, Regional Administration and Local Government to the Ministry of Construction as Deputy Permanent Secretary, while Dr. Wilson Charles has been transferred to the Ministry of Education, Science, and Technology, focusing on primary and secondary education.

Professor Daniel Mushi has been transferred from the Ministry of Livestock and Fisheries to the Ministry of Education, Science, and Technology, handling science and higher education.

Dr. Franklin Rwezimula has moved from the Ministry of Education, Science, and Technology to the Ministry of Constitution and Law as Deputy Permanent Secretary, while Dr. Khatibu Kazungu has been transferred to the Ministry of Energy, focusing on electricity and renewable energy.

Dr. James Mataragio, former Director General of the Tanzania Petroleum Development Corporation (TPDC), has been appointed Deputy Permanent Secretary in the Ministry of Energy, focusing on petroleum and gas.

Ludovick Nduhiye has been transferred from the Ministry of Construction to the Ministry of Transport as Deputy Permanent Secretary.

Dr. Suleiman Serera has been moved from the Ministry of Culture, Arts, and Sports to the Ministry of Agriculture, focusing on cooperatives and irrigation.

Dr. Hussein Mohamed Omar will serve as Deputy Permanent Secretary in the Ministry of Agriculture, handling crop development and food security.

District Commissioner Transfers

Colonel Maulid Surumbu has been transferred from Tarime District to Mbarali District, replacing Brigadier General Denis Mwila, who has been assigned other duties.

Major Edward Gowele has moved from Rufiji to Tarime, James Kaji from Tanga to Moshi, and Zephania Sumaye from Moshi to Lushoto.

Japhari Mghamba has been transferred from Lushoto to Tanga, Rebecca Msemwa from Morogoro District to Bahi, Gift Msuya from Bahi to Pangani, and Mussa Kilakala from Pangani to Morogoro District.

A new District Administrative Secretary has been appointed: Proscovia Mwambi, who will head Bukoba District.

Executive Director Transfers

John Kayombo has been transferred from Dodoma City Council to Arusha City Council as Executive Director.

Juma Seph has moved from Arusha City Council to Tanga City Council, Fredrick Sagamiko from Tanga to Dodoma City Council, and Elihuruma Mabelya from Temeke Municipal Council to Dar es Salaam City Council.

Jomary Satura has been transferred from Dar es Salaam City Council to Temeke Municipal Council, while Joanfaith Kataraia has moved from Morogoro District Council to Singida Municipal Council.

Jeshi Godfrey Lupembe has been transferred from Singida Municipal Council to Morogoro District Council, Khamis Katimba from Msalala District Council to Malinyi District Council, and Rose Manumba from Malinyi to Msalala.

Stephen Katemba has been moved from Sumbawanga District Council to Mbarali District Council, Missana Kwangura from Mbarali to Sumbawanga District Council, Happines Msanga from Kwimba District Council to Karagwe District Council, and Dr. Amon Mkoga from Karagwe to Kwimba District Council.

Heads of Institutions

President Samia has also reshuffled institutional heads, appointing Crispin Chalamila as Director General of the Prevention and Combating of Corruption Bureau (PCCB). He was previously a Senior Officer in the President's Office - State House.

Moremi Marwa has been named Director General of the Tanzania Telecommunications Corporation (TTCL). He was formerly Chief Executive Officer of the Prisons Corporation (SHIMA).

Dr. Irene Isaka has been appointed Director General of the National Health Insurance Fund (NHIF), replacing Bernard Konga, whose contract has expired.

The swearing-in ceremony for the newly appointed ministers, Attorney General, Deputy Attorney General, Principal State Attorney, Court of Appeal Judge, Regional Administrative Secretary, and Deputy Permanent Secretaries will take place at the State House in Dar es Salaam on August 15, 2024, at 2:00 PM.
