Ngorongoro tender board urged to link procurement with five-year plan

The Ngorongoro Conservation Area Authority (NCAA) has been urged to align its procurement decisions with its five-year strategic plan to ensure public funds are directed towards priority projects and deliver value for money.

The authority’s Tender Board chairperson, Senior Assistant Conservation Commissioner in charge of Human Resources and Administration, Ms Salma Chissonga, said procurement decisions should reflect the institution’s priorities rather than operate independently of its development plans.

Speaking during the board’s regular meeting in Mwanza, she said all procurement requirements must be informed by the new five-year strategic plan, which has recently started being implemented.

She emphasised that the board has an important role in ensuring that resources allocated to procurement contribute to the authority’s planned objectives while delivering value for money.

Ms Chissonga said the authority must ensure that every procurement decision is consistent with its institutional plans and that projects provide the intended benefits.

The meeting is also expected to review various government procurement guidelines designed to strengthen public procurement and expand opportunities for Tanzanians to benefit from government spending.

The guidelines seek to ensure that local businesses and suppliers have opportunities to participate in public procurement, allowing more domestic enterprises to benefit from government contracts.

The review comes amid broader efforts to make public procurement more responsive to national economic priorities, particularly by promoting local participation and ensuring accountability in the use of public resources.

For NCAA, the challenge will be to ensure that procurement decisions translate the priorities outlined in its five-year strategic plan into tangible institutional outcomes while maintaining transparency and value for money.
