Tanzania has opened its government securities market to all foreign investors, a move expected to attract more international capital, improve market liquidity and strengthen the country’s financial sector.
The Bank of Tanzania (BoT) has amended the Foreign Exchange Regulations, 2026, allowing non-resident investors from across the world to participate in the purchase of government securities, including Treasury bills and Treasury bonds.
The changes were introduced through Government Notice (G.N.) No. 206 of 2026 issued under the Foreign Exchange Act and published in the Government Gazette on July 17, 2026.
Previously, access to Tanzania’s government securities market was limited to investors from the East African Community (EAC), the Southern African Development Community (SADC), and members of the Tanzanian diaspora.
Under the new regulations, international investors can now invest in government securities through approved Central Depository Participants (CDPs), provided they comply with existing laws, regulatory requirements and market procedures.
The Bank of Tanzania said the reform is part of broader efforts to expand participation in financial markets, improve investment opportunities and position Tanzania as a competitive destination for global investors.
“The amendments form part of the Bank’s ongoing efforts to deepen financial markets and promote investment opportunities in Tanzania,” BoT said in a public notice issued on August 6, 2026.
The decision is expected to increase participation in government securities auctions, enhance market efficiency and provide additional financing channels to support public investment and economic development programmes.
Government securities remain an important tool for financing development priorities, allowing the government to raise funds while offering investors an opportunity to earn returns through a regulated and transparent financial system.
Financial analysts say greater foreign participation could help broaden the investor base, improve price discovery and strengthen confidence in Tanzania’s capital markets.
The BoT advised interested investors to work through approved Central Depository Participants or contact the Bank for guidance on registration procedures and participation requirements.
