Finance Ministry urges stronger monitoring to improve public projects

The Ministry of Finance has challenged monitoring and evaluation officers in the ministry and its affiliated institutions to strengthen their work to ensure government plans, programmes and projects deliver the intended results.

The ministry said timely and professional monitoring was critical to identifying implementation challenges early, improving the use of public resources and providing reliable evidence for government decision-making.

The Director of the Ministry of Finance’s Monitoring and Evaluation Unit, Ms Theresia Henjewele, issued the call in Morogoro during the closing of the first Ministry of Finance Monitoring and Evaluation Forum for the 2026/27 financial year.

She urged officers to perform their responsibilities with professionalism and integrity, while making effective use of technical advice and ensuring monitoring and evaluation reports are submitted on time.

Ms Henjewele said the quality and timeliness of monitoring information were important in enabling the ministry to assess whether public programmes were progressing as planned and take corrective action where necessary.

“Monitoring and evaluation is an important part of ensuring that government plans and activities are implemented effectively, while the information generated helps in making the right decisions,” she said.

She said the forum had provided an opportunity for participants to build a common understanding, exchange experiences and acquire practical skills needed to improve monitoring and evaluation within the ministry and its institutions.

The forum also included training by monitoring and evaluation experts from Mzumbe University, which Ms Henjewele said would help officers produce better evidence for decision-making.

“This forum has helped build a common understanding, exchange experiences and develop joint strategies to strengthen monitoring and evaluation and improve efficiency in implementing the Ministry of Finance’s responsibilities,” she said.

She challenged participants to translate the knowledge acquired during the forum into practical improvements in their daily work.

The director also underscored the importance of collaboration between institutional leaders and professionals from different fields in building an effective monitoring and evaluation system.

Such a system, she said, would enable the ministry to track implementation progress, identify challenges early and take appropriate measures before they undermine the achievement of planned results.

The emphasis on stronger monitoring comes as the government continues to implement a wide range of development programmes and public investments, making effective tracking of results important for accountability and efficient use of public resources.

Participants at the forum, including monitoring and evaluation officers from institutions under the Ministry of Finance, welcomed the initiative and called for more regular capacity-building programmes.

They said continued training and participation in professional forums would help officers improve their ability to prepare quality reports, analyse results and use findings to improve institutional performance.

The forum was held under the theme “Strengthening the Monitoring and Evaluation System for Evidence-Based Decision-Making.”

It brought together facilitators from the Prime Minister’s Office, the President’s Office–Public Service Management and Good Governance, the Office of the Treasury Registrar and the Tanzania Evaluation Association (TANEA).

Participants included heads of departments, units and monitoring and evaluation sections from institutions under the Ministry of Finance, monitoring and evaluation focal officers, as well as officials from the ministry.

The forum is expected to contribute to a more coordinated approach to monitoring and evaluation, enabling the ministry and its institutions to use evidence to improve implementation, address challenges and strengthen accountability.

The initiative also supports the broader objective of ensuring that government plans and investments generate measurable results and contribute to the implementation of the National Development Vision 2050.
