TRA emphasizes ethics as key driver of better performance

Ethics have been described as the cornerstone of effective performance within the Tanzania Revenue Authority (TRA), with senior officials emphasizing that integrity is a key driver of improved tax collection and institutional efficiency.

This was stated on Thursday, May 7, 2026, by the Acting Deputy Commissioner for Operations in the Large Taxpayers Department of the Tanzania Revenue Authority, Ms Eva Raphael, while opening the Eastern Zone working session held at Golden Tulip Zanzibar Airport Hotel.

The meeting brought together tax officials from regional revenue offices that form the Eastern Zone. It is aimed at reviewing performance for the third quarter of the 2025/2026 financial year (January–March 2026) and setting strategies to improve results in the fourth quarter (April–June 2026).

Ms Raphael stressed that ethical conduct among TRA staff remains essential in ensuring efficiency, accountability, and improved revenue performance. 

She noted that under the guidance of senior leadership, TRA has continued to strengthen ethics across all levels after recognizing its direct impact on institutional success and revenue growth.

She explained that when staff maintain high ethical standards in their daily responsibilities, the organization becomes more effective in service delivery, tax administration, and engagement with taxpayers. 

According to her, this has already contributed to improved performance and increased trust between TRA and the business community.

Ms Raphael also highlighted that TRA has introduced an Ethics Platform that includes members drawn from outside the organization. The platform is designed to strengthen transparency, accountability, and integrity in tax administration by involving broader stakeholder participation in ethical oversight.

She said the initiative reflects TRA’s commitment to building a more open and accountable tax system that allows for constructive engagement with stakeholders and continuous improvement in service delivery.

In another development, Ms Raphael conveyed a message from the Commissioner for Domestic Revenue, Mr Michael Muhoja, who urged participants to strengthen tax audit systems in order to improve efficiency and reduce complaints from taxpayers.

Mr Muhoja emphasized the need for transparency in audit processes, noting that fair and clear procedures are essential in building taxpayer confidence and ensuring voluntary compliance.

He further called on TRA officers to enhance professionalism in their operations and ensure that audit procedures are conducted in a way that promotes trust, reduces disputes, and supports revenue collection goals.

The Eastern Zone working session is also expected to identify operational challenges affecting tax administration and propose practical solutions to improve performance in the final quarter of the financial year.

Officials attending the meeting are discussing ways to strengthen coordination among regional offices, improve compliance strategies, and enhance service delivery to taxpayers.

The outcomes of the session are expected to guide TRA’s final quarter operations, with a focus on improving efficiency, increasing revenue collection, and strengthening ethical standards across all levels of the institution.

Overall, the discussions reaffirm TRA’s commitment to building a modern, transparent, and efficient tax system where ethics play a central role in driving performance and supporting national development.
