PCCB saves Ulanga farmers’ funds worth TZS 100 million

Morogoro’s branch of the Prevention and Combating of Corruption Bureau (PCCB) has successfully recovered TZS 100 million that was earmarked by Ulanga District Council for seeds and seedlings subsidies.

The funds, intended to support local farmers, were saved between October and December 2025 after PCCB identified gaps in procurement and distribution processes that could have led to misuse.

Acting Regional Director Dr. Herry Mwankusye told  that PCCB conducted a detailed review following complaints from stakeholders. 

“We analyzed the subsidy system and procurement procedures to uncover loopholes and prevent mismanagement of public funds,” he said.

Following the audit, PCCB recommended measures to improve transparency, including scheduling procurement timelines, engaging farmers and AMCOS to determine real seed needs, introducing electronic payments, and creating a registry of beneficiaries. These reforms aim to boost accountability and ensure that every public shilling delivers results.

Dr. Mwankusye said the bureau also oversaw projects worth TZS 1 billion that had operational gaps, ensuring funds were used according to their intended purpose. 

In total, PCCB monitored more than TZS 4 billion spent on 13 development projects in education and health sectors.

During the three-month period, PCCB received 71 complaints, of which 51 were related to corruption. Five new cases were opened, nine were resolved, five won by the bureau, four dismissed, and four remain in court. 

Some accused persons paid fines, and others returned public funds under plea agreements.

The districts leading in corruption cases were Kilombero, Kilosa, and the regional office. PCCB continues to educate students, public servants, and citizens on the dangers of corruption and the importance of integrity, using public meetings, media, and social networks.
