Kibaha, Coast Region,The government on Monday launched a three-day CEOs Induction Program to equip 111 newly appointed heads of State-Owned Enterprises with essential knowledge and networks required to foster productivity in public entities.
The program developed by the Office of Treasury Registrar in partnership with the Uongozi Institute, was graced here by Dr Tausi Kida, the Permanent Secretary in the President’s Office---Planning and Investment, on behalf of the Chief Secretary, Dr Moses Kusiluka.
Dr Kida said the program, which includes all appointees from 2022 to the present, is designed to equip new executives with key frameworks and concepts to optimise the workforce performance and potential.
“A comprehensive induction program for newly appointed heads of public parastatals aims to foster the effectiveness and productivity of public entities,” she uttered in a full packed conference room.
Dr Kida asserted that an improvement in the public entities’ efficiency would set a stage for their more contribution to the government coffers.
Presently, according to official data, non-tax revenue collected by the Office of Treasury Registrar from Public and Statutory Corporations (PSCs) and minority interest corporations in their totality stands at only three percent.
As a matter of fact, Dr Kida challenged the heads of public entities to pull up their socks so that they could offer more to the Consolidated Fund and eventually compliment tax revenue in financing development projects and social services.
“Hon. President, Dr Samia Suluhu Hassan, would wish to see positive changes in the entities that you are leading. We, as the government, need return in investment,” underscored Dr Kida.
Tanzania has a total of 309 State-Owned Enterprises with an investment capital of an eye-watering Sh75.8 trillion.
For his part, the Treasury Registrar, Mr Nehemiah Mchechu, said the induction program will offer high-impact sessions, delivered by highly regarded experts from public and private sector.
He expressed optimism that recurring challenges in institutional growth would be gradually resolved through the ongoing training.
He expounded that the program, which is mandatory, will equip new heads of public entities with, among others, skills on strategic resource management, strategic leadership, financial management, public procurement and public investment oversight.
“The induction program will provide new executives with the essential foundations required to successfully align leadership competencies with the vision of a thriving public sector,” Mr Mchechu pointed out.
He added: “The purpose of the CEOs Induction Program is to induct newly appointed executives to better serve the citizens of Tanzania through exemplary leadership and perform in a way that contributes to real value creation across the government.”
"Our goal is to learn, strengthen relationships, and improve strategic communication in public institutions," he said.
These reforms align with Hon. President’s 4R philosophy, specifically focusing on the 2R elements—rebuild and reform—to boost the productivity of public institutions for the nation’s benefit.
On his speech, Uongozi Institute CEO, Mr. Kadali Lincoln Singo, emphasized the need for leaders to manage all aspects of their organizations, including systems, structures, and human resources.
He highlighted the importance of strong organizational functions, effective mentorship, and people management skills, noting that leadership challenges often stem from the complexity of these areas.
"An organization’s structure must function properly, systems should cooperate seamlessly, and leadership skills are critical. This is where many leaders face challenges," Singo remarked.
He further stressed that institutions must adopt specialized training to improve service delivery to the public.
The speech underscored the need for good governance, institutional management, law enforcement, human resource development, financial management, and enhanced service delivery systems.
The program, which is set to be held after every six months, also includes key sessions on strategic leadership, government investment, public resource management, and talent development.
The chief guest during the climax of the CEO'S induction program on thursday will be Mr. Juma Selemani Mkomi, the Permanent Secretary of the President's Office for Public Service Management and Good Governance.
